Staged Intervention Scotland: The Four Stages

Staged Intervention is the framework used in Scottish schools to identify and support pupils with additional support needs.

Pupil Support and Senior Management record and maintain this information, and classroom teachers need easy access to it. Here's an overview of the four stages and the kind of information that helps staff support learners at each level.

Universal Support

Most pupils are supported at Stage 1, with progressively fewer requiring higher stages of intervention.

Universal Support

Classroom teacher meets needs through quality first teaching

This pupil has identified additional support needs, but they can be met through reasonable adjustments and good classroom practice. No specialist involvement is required at this stage.

What teachers need to know:

What the pupil's needs are
Classroom strategies that work
Seating or grouping considerations
How to differentiate for this pupil
Any medical or sensory needs
The pupil's strengths and interests

Additional Support

Pupil receives support from Learning Support or school staff

This pupil receives additional support beyond classroom strategies. They may attend interventions with Learning Support or have regular sessions with school staff outside of class.

What teachers need to know:

What interventions the pupil attends
When they're out of class for support
Classroom strategies that complement interventions
Any adapted assessments required
Who to contact with concerns
Progress and what's working

Targeted Support

Specialists within education are involved

This pupil has involvement from education specialists such as Educational Psychology, ASL Services, or has a dedicated PSA. There will be specific recommendations for classroom practice.

What teachers need to know:

Which specialists are involved
Specific recommendations from specialists
Assessment arrangements (AAA)
If there's a PSA and their role
Key contacts if concerns arise
Targets the pupil is working towards

Multi-Agency Support

External agencies are involved alongside school

This pupil has support from agencies outside education, such as CAMHS, Social Work, or NHS services. There may be important information teachers need to be aware of.

What teachers need to know:

Which external agencies are involved
Any safeguarding considerations
Key school contacts for this pupil
Strategies recommended by external services
What to do if concerns arise in class
How school support fits with external support
